How about an RFID?

And, on license plates, at least in Minnesota, there are &quot;drunk codes,&quot; number prefix groups that cops can spot indicating a past DWI. That&#039;s why some people opt for vanity plates. 

But besides owner driving record, (overlapping driver license checks when police stop an auto-driver), original equipment serial number info for engines, transmissions, drive trains, etc., could be coded along with CarFax and other history data, so that stolen major parts could be identified in a routine stop. Repair shop data entry data, all that could be used to lessen crime.

If the NRA was not so strong a lobby, RFID chips would be put into every handgun sold. Good sense and partisan politics when the two conflict would have to be a part of the implementation of your idea.]]></description>
